Voorstel voor Gevolgen Corona-crisis voor onderop update. Proposal for A regular update for victims of corona-crisis (English version at bottom soon, work in progress)

Hopelijk is het allemaal niet nodig en waait het over en kunnen we over een paar weken opgelucht ademhalen dat we deze keer weer aan een pandemie ontsnapt zijn. Maar de kans is groot dat dat niet zo is en dat er ingrijpende maatregelen genomen gaan worden – door onszelf of anderen/overheden. Zoals altijd bij crises zullen die maatregelen veel meer gevolgen hebben voor armen en onbeschermde mensen. Daarom is het goed om ons te organiseren en nu al zoveel mogelijk voor hun en onze rechten op te komen. Daarvoor is een goed bijgehouden verzameling van analyses en eisen nuttig.

Als mensen thuis moeten blijven, en scholen dicht gaan, zal dat bijvoorbeeld gevolgen hebben voor het inkomen van mensen. ZZP-ers kunnen opdrachten niet uitvoeren en mensen kunnen niet werken omdat ze kinderen moeten opvangen. Dat mag niet misbruikt worden door ‘werkgevers’ om ze te ontslaan. Ook zouden huishoudens die daardoor huren niet kunnen betalen of hypotheken niet kunnen aflossen, niet mogen worden ontruimd. Er zijn al gemeentes (in de VS) die daartoe besloten hebben. Zij kunnen als voorbeeld dienen voor het stellen van eigen lokale eisen.

Hetzelfde geldt voor (andere) arbeidsrechten. Er gaan steeds meer inventarisaties rond van zaken die mensen kunnen eisen om hun veiligheid en zekerheid te vergroten, en lasten eerlijk te verdelen. Met name geldt dat in de gezondheidssector, maar eigenlijk overal.

Een derde belangrijk gebied is die van de algemene economie. De corona-maatregelen versterken de toch al aanwakkerende economische crisis. Neem dit soort informatie. We moeten blijven onderzoeken wat er gaande is en hoe we kunnen voorkomen dat de komende economische crisis wordt afgewenteld op de armen en zwaksten.

Verder zijn er mensen die niet eens een huis hebben waar ze in quarantaine zouden moeten gaan. Denk aan daklozen en ongedocumenteerde migranten. Zij moeten opgevangen worden en dezelfde verzorging krijgen als de rest van de bevolking.

Een ander onderwerp dat we serieus moeten blijven controleren, is hoe het staat omgaat met burgerrechten tijdens de crisis. Autoriteiten zullen ongekende bevoegdheden opeisen, en dat doen onder het mom van de volksgezondheid. Maar wij moeten er natuurlijk voor waken dat ze niet in ons nadeel uitwerken. Bovendien is de overheid tot nu toe vooral in gebreke gebleven bij het nemen van de juiste maatregelen. Ze lijken vooral de economie en de ondernemers te willen beschermen.

De kans is groot dat we de komende tijd de straat niet op kunnen gaan, in ieder geval niet massaal, om eisen te stellen of te protesteren als de gevolgen van de crisis ons tegenstaan. Dat stelt ons voor bijzondere problemen, en we mogen van andere partijen verwachten dat ze om die reden van noodtoestand een moratorium instellen, in ieder geval voor ontruimingen en uitzettingen. De vraag is wat we kunnen ondernemen als dat niet gebeurt.

Ondertussen zijn natuurlijk linkse organisaties in de hele wereld bezig met deze problemen, en worden er ook geniale oplossingen gevonden. Om die te delen is het goed die te verzamelen en te vertalen. Hopefully it won’t be necessary and it will blow over and in a few weeks we will be able to breathe relieved that this time we escaped another pandemic. But there is a good chance that this is not the case and that drastic measures will be taken – by ourselves or others/governments. As always with crises, these measures will have much more impact on the poor and unprotected. That is why it is good to organise ourselves and to stand up for them and our rights as much as possible now. For this purpose, a regular updated collection of analyses and requirements is useful.

If people have to stay at home, and schools close, this will have consequences for people’s income, for example. ZZP-ers (freelancers) can’t carry out assignments and people can’t work because they have to take care of children. This should not be abused by ‘employers’ to fire them. Also, households that are unable to pay rents or pay off mortgages as a result, should not be evicted. There are already municipalities (in the US) that have decided to do so. They can serve as an example for demanding our own local requirements.

The same applies to (other) labour rights. More and more inventories are being made of things that people can demand in order to increase their safety and security, and to share burdens fairly. This is particularly true in the health sector, but actually everywhere.

A third important area is that of the general economy. The corona measures reinforce the already flagging economic crisis. Take this kind of information (English version). We need to keep investigating what is going on and how we can prevent the coming economic crisis from being passed on to the poor and weakest.

There are also people who don’t even have a house where they should be quarantined. Think of homeless people and undocumented migrants. They need to be sheltered and receive the same care as the rest of the population.

Another issue that we must continue to monitor seriously is the state of civil rights during the crisis. Authorities will claim unprecedented powers under the guise of public health. But of course we have to make sure that they do not work against us. What’s more, so far the government has mainly failed to take the right measures. Above all, they seem to want to protect the economy and entrepreneurs.

Chances are we won’t be able to take to the streets in the coming period, at least not en masse, to make demands or protest if we don’t like the consequences of the crisis. This presents us with particular problems, and we can demand other parties to introduce a moratorium, at least for evictions and deportations, for this reason of emergency. The question is what we can do if that does not happen.

Meanwhile, of course, left-wing organisations all over the world are working on these problems, and ingenious solutions are being found. To share them, it is good to collect and translate them.
